The Tax Working Group – established by the government to examine improvements to the fairness, structure and balance of the tax system – has released its background paper summarising the current system and calling for submissions.

The group, chaired by former Minister of Finance and Deputy Prime Minister Sir Michael Cullen, has excluded from its terms of reference increasing the income tax and GST rate, inheritance taxes or taxing the family home or the land under it.
